The simple answer to your question is no. We know of no studies that would indicate that drinking "lots "of water is beneficial in treating acne. However acne is a very common skin problem for adolescents. We do not know clearly or completely what the cause is but multiple factors are contributors. Genetics is a definite contributor, as is sebum (oil) production and infection. Also male hormones (androgens) play a role at the local skin level. Yes, girls also produce some androgens.
Fortunately there are many good methods of treatment for acne. Most of these involve the use of topical agents, creams or gels. Some treatments involve taking oral antibiotics, and for girls combined hormone pills (oral contraceptive pills) may be helpful. The most important thing in treating your acne is to get a proper medical evaluation and make a commitment to stick to a recommended treatment plan for six to eight weeks. Don’t jump from one treatment to another without a good trial. Beneficial results are not apparent overnight. If you are a girl and the acne is associated with irregular menstrual periods you should have a thorough physical and medical evaluation.
Be optimistic. You can be helped but don't look for a quick fix.
