It is not normal to have a "Staph" infection on your skin for two years. "Staph" really stands for a common bacteria (Staphylococcus - pronounced “staff-ill-o-cock-us”) found on the skin, which causes infections sometimes. Usually the infections are curable, so if you have not had this problem your whole life (as a few susceptible people do), then I wonder why it keeps coming back. Young women who shave their pubic hair around their "bikini line" often get irritation from the shaving and sometimes develop "staph" infections around the hair follicles. So if you shave around that area, the first suggestion is to stop the shaving. Sometimes it is helpful to wash the infected area well with some antibacterial soap (ask your pharmacist) and then to put some antibacterial triple cream or ointment on the affected skin. Skin infections around the hair follicles in the pubic area can also be due to irritation from wearing clothes, like jeans, too tight. So it might help to wear cotton underwear and loose pants or skirts until your skin is completely better.
However, from your description, it sounds like you need to be seen by a doctor and get another prescription for antibiotics to take by mouth to get rid of this. Your doctor may also have to refer you to a specialist if this problem continues or comes back after another course of antibiotics. Talk to your mom again, and you can even show her this discussion to help convince her that you need to see your doctor.
